Latvian Foreign Minister Krisjanis Karins has staked his claim to the top job at NATO, saying that the alliance needs a consensus builder who is committed to higher defense spending and has a clear vision of how to deal with Russia. Karins told reporters at NATO headquarters in Brussels on November 28 that the alliance needs a leader who "can work with any and all allies, to move everyone forward in the same direction." NATO is likely to name a new secretary-general at its next summit in Washington in July.

The top British general likens the situation in Ukraine to the crises of 1914 and 1937 and insists that only 'citizen armies' will be able to defeat the coming onslaught on the West's way of life.

Krisjanis Karins claimed the only way to defend against Russia was to consider a "total defence" model which would involve conscripting citizens to fight on the front lines at short notice.

It comes after General Sir Patrick Sanders, head of the British Army, claimed the UK needed a citizen army to fight a future war against Russia.

The top general likens the situation in Ukraine to the crises of 1914 and 1937 and insists that only 'citizen armies' will be able to defeat the coming onslaught on the West's way of life.

The head of the British army has warned UK citizens to be prepared for a war on the scale of the great conflicts of the 20th Century - and that they themselves may need to mobilise.

Speaking at the International Armoured Vehicles exhibition in London, General Sir Patrick Sanders said the Russian invasion of Ukraine is a sign of things to come, warning that the lessons of previous wars must be remembered before it is too late.

"Our predecessors failed to perceive the implications of the so-called July Crisis in 1914 and stumbled into the most ghastly of wars," he said. "We cannot afford to make the same mistake today. Ukraine really matters."

Syrski is asked about the hot potato in current Ukrainian politics:

Q: Earlier reports said that 500,000 more people had to be mobilized to maintain combat capability and ensure the rotation of units and formations of the Ukrainian Armed Forces at the front. How realistic is such a figure now?

A: Following the revision of our internal resources and clarification of the combat composition of the Armed Forces, this figure was significantly reduced. We expect that we will have enough people capable of defending their motherland. I am talking not only about the mobilized, but also about volunteer fighters.

This suggests that over 1,000,000 men in Ukraine are on wanted lists of police for draft dodging even before new drastic mobilization law comes into force: "In the Poltava region, about 30,000 people did not show up at the TCC and SP departments. The TCC appealed to the police with an appeal to deliver these people to the military commissariat." And about 40,000 men are on wanted list for the same in Ivano-Frankivsk Region.

Moscow has stepped up its aerial bombardment of Ukraine in recent weeks, targeting energy infrastructure in response to deadly Ukrainian assaults on Russia's border regions.

National grid operator Ukrenergo said its dispatch centre was "forced to apply emergency blackout schedules in the regions of Dnipropetrovsk, Zaporizhzhia and Kirovograd until the evening".

Restrictions were already in place in the major cities of Kharkiv and Kryvyi Rih following a Russian strike last week.


'Use electricity sparingly'

Russia has battered Ukrainian energy infrastructure throughout the war, now in its third year.

President Volodymyr Zelensky has called the attacks "energy terrorism" and the United Nations has described them as illegal.

The air force said Moscow had targeted Ukraine's "fuel and energy sector" with 99 missiles and drones overnight, 84 of which were shot down.

"Russian missiles hit thermal and hydroelectric power plants," Ukrenergo said.
One of the country's main energy providers, DTEK, said three thermal power stations had been attacked in the barrage, leaving facilities "severely damaged".

The energy ministry said the attack damaged power infrastructure in four regions across central and western Ukraine, causing power cuts and disrupting train traffic.
