The damage done by Rutte I -II in the family benefits scandal amounts to €12bn total compensation. A new reality of domestic issues will get top priority although the VVD stance v Ukraine will be supported by Wilders I to the fullest to attain victory for Ukraine and defeat of Russia-Putin. Four political parties in the Netherlands, including far-right leader Geert Wilders' PVV Freedom Party, have agreed a coalition government programme, six months after a general election.

The agreement veers the country towards the hard right, but it is unclear who will become prime minister.

The "Hope, Courage and Pride" document introduces strict measures on asylum seekers, scraps family reunification for refugees, and seeks to reduce the number of international students studying in the country.

"Deport people without a valid residence permit as much as possible, even forcibly," the agreement says.

Mr Wilders declared victory on what he called "a historic day", claiming he had ensured the three other coalition parties, including that of outgoing prime minister Mark Rutte, had accepted the core of his programme.

"The strictest asylum policy ever," he said. "The Dutch back at number one".

"An opt out clause for European asylum and migration policies will be submitted as soon as possible to the European Commission," according to the agreement.

With hard right and populist parties now part of or leading half a dozen governments in the European Union, they appear positioned to make gains in next month's European Parliament elections.

Deputy Prime Minister Robert Kalinak has told reporters in a briefing that "there is no doubt" that the attack was a politically motivated assassination attempt. "The inability to accept the will of some part of the public, which some group does not like, is the result that they have worked towards today," he said in reference to Fico’s political opponents. A video is widely circulated of the detained suspect's interrogation wherein the man, identified as Juraj Cintula, confesses to saying he "disagreed" with his government's policies.

Western media coverage of the attempted killing has been interesting to say the least. Fico was alongside Viktor Orban a dissenter when it comes to the NATO line on Ukraine.

Journalist Glenn Greenwald has commented, for example, "Listen to this Sky News report on the shooting of Robert Fico. Not only do they come close to justifying it because he opposes aid to Ukraine, but they also casually imply that he's being paid by the Kremlin. This casual accusation is so prevalent in the West, and toxic." The Sky segment in question which calls Fico "very pro-Russian" and that it's "not surprising" that the attack took place.

Attempted assassination suspect …

Juraj Cintula, who was chairman of the Duha Literary Club until he left in 2016 wrote three poems which were posted onto the club's Facebook page.

They were called Dream of a Rebel, Diptych and Wasps and he is also a member of the Association of Slovak Writers. Cintula has also posted several political videos on YouTube and Facebook.

In one from eight years ago he said: 'The world is full of violence and weapons. People seem to be going crazy.

’A number of migrants are flowing into Europe, there is hatred and extremism everywhere. But worst of all, the governments of European states have no alternative to this chaos. But that's what a person is after all.'

Roll back - if one verb stands out in the financial explanation of the coalition agreement published on Wednesday night, it is that. 'Reversal' appears eighteen times in the twelve-page 'Budgetary appendix'. The new cabinet of PVV, VVD, NSC and BBB, that much is clear, wants to undo many policies of the two previous governments, in which the same VVD was the largest coalition partner.

It recently became apparent when measures such as an increase in the minimum wage and a tax on the purchase of own shares for companies were voted down in the Senate, although the new right-wing coalition does not have a majority there.

A few years after the dissolution of Czechoslovakia in 1993, known as the "velvet divorce", the newly independent Slovakian state to the south was already a cause of concern. The US secretary of state at the time, Madeleine Albright, called it "the black hole" of Europe.

Eventually, in 2004 Slovakia joined the EU and NATO. The assumption then in the west was that the country, finally, had a settled identity and a settled set of alliances. [In 2009 Slovakia went one step further in the European integration when it adopted the Euro.]

Then came Robert Fico, a prototype populist. He was an early embracer of identity politics: the good men and women of toil in the small towns and villages versus the metropolitan elite in Bratislava, the capital, with their imported ideas. As prime minister between 2006 and 2010 and then 2012 to 2018, he fulminated against the west for his domestic audience, exploiting the insecurities of many in central Europe after the financial crash.

Now, with Fico in a parlous condition, this country of 5 million people stands on the brink. Whether or not the prime minister survives and is able to resume his office, the divisions already laid bare could lead to widespread civil unrest. It is still possible that the shock of Wednesday's assassination attempt may enable wiser heads to prevail, for a government of national unity to be formed and for hostilities to be toned down. Given the statements of several of Fico's ministers, blaming "the media" and hostile elements, the omens do not look promising.

Slovakia is no stranger to violence. In February 2018, Ján Kuciak, a young investigative journalist who had been looking into corruption involving Fico's government, EU subsidies and the Italian mafia, was gunned down by contract killers at his flat outside the capital. His fiancee, Martina Kušnírová, an archaeologist, was murdered with him.

Their deaths shook Slovakia to its core. In the biggest demonstrations since the velvet revolution that brought down communism in 1989, tens of thousands of Slovaks took to the streets to express their fury. Eventually, Fico and his entire cabinet were forced to resign - not before he accused the US billionaire George Soros of fomenting the protests.

Hope arose from the horror, but that hope did not last long. In June 2019, an environmental activist and lawyer, Zuzana Čaputová, sensationally won the presidential election. Months later a new government was voted in, presaging change. Within weeks of it taking office, however, the pandemic began, and so did its troubles. Slovakia had four prime ministers in four years.

Successive coalitions came and went, each struggling to cope with Covid, inflation, the energy crisis and the war in Ukraine.

"Everyone is at risk, the public, public officials, the media. It is appropriate to be cautious, there is a prerequisite for inspiration," he added.

The Chairman of the Parliamentary Committee for Defense and Security, Tibor Gašpar, stated that the situation is worse than we could have expected. "It is not appropriate to make light of the situation at all. It was an attack on the constitution, on the state. He was one of the three highest representatives of the country. We cannot trivialize the situation," he stated, adding that as the chairman of the committee, he wants them to receive information on how the police are proceeding and what measures they are taking.

Kaliňák described the negotiations at the Parliamentary Committee for Defense and Security as important, especially because the coalition meets the opposition there. "It turns out to be even worse, because there was obviously assistance here, so that the person covered up his tracks," he added.

According to him, all this is shocking. "It would have been easier to talk about one person, but the concern that there could have been a systemic approach worsened this situation," he stated, adding that he would inform Economy Minister Denisa Saková about the convening of the Security Council on Wednesday, May 22, before the government meeting, in order to have prepared measures for protection.

The Guardian view on the shooting of Slovakian PM Robert Fico: an attack on democracy

Slovakia's prime minister, Robert Fico, is an immensely divisive figure who has helped polarise his country. But Wednesday's assassination attempt has rightly united figures from across the political spectrum and the world in condemnation. The shooting was not only an attack on the prime minister but, as his domestic opponents stressed, an attack on democracy itself.

The background and motivation of this attack are not yet fully known. Ministers have suggested that the suspect now in custody was a "lone wolf" who disagreed with the government's justice and media policies. But the case is widely seen as a shocking manifestation of the deep ruptures in Slovakian society. "What happened yesterday was an individual act. But the tense atmosphere of hatred was our collective work," warned the outgoing president, Zuzana Čaputová - an opponent of Mr Fico who is stepping down after herself receiving death threats. It will also fuel concerns about extremism and attacks on politicians elsewhere in the continent.

    The alleged assailant is a former security agency employee and had owned the gun for over 30 years. The media also point to his possible ties with a far-right, pro-Russian paramilitary organisation Slovenskí branci (Slovak Recruits), which was disbanded two years ago. In a photograph taken in 2016, the assailant is seen standing alongside members of the group, and his posts from that time suggest that he at least supported them.

But others in Europe must also take heed amid high-profile political attacks, polarisation and the rise of far-right parties, which are gaining ground electorally, entering government - as with Geert Wilders' new coalition deal in the Netherlands - and are expected to surge in next month's European parliamentary elections.

In Germany, where a neo-Nazi shot dead the CDU politician Walter Lübcke in 2019, there has been a sharp rise in political attacks this year. Green party politicians have faced the most aggression and intimidation, and local politicians are particularly under threat. Last November, Alejo Vidal-Quadras, a co-founder of Spain's far-right Vox party, was shot in the face in Madrid. The UK witnessed the murders of the Conservative MP David Amess and Labour MP Jo Cox only five years apart.

Aggressive rhetoric has also increased. In Germany, leaders of the far-right AfD (which has also complained of attacks on candidates) have talked of "hunting" opponents. Research suggests that violent political language is linked to physical violence. The words of politicians can increase division and legitimise extreme attitudes. In the US, political analysts have not only warned of rising attacks but of "a new reality: millions of Americans willing to undertake, support, or excuse political violence".
