Joint Statement from the Leaders of France, Germany and the United Kingdom on the Middle East

We, the leaders of France, Germany and the United Kingdom, welcome the tireless work of our partners in Qatar, Egypt and the United States towards an agreement on a ceasefire and the release of hostages. We endorse the joint statement of HH Sheikh Tamim bin Hamad al Thani, President Sisi and President Biden calling for the immediate resumption of negotiations. We agree that there can be no further delay. We have been working with all parties to prevent escalation and will spare no effort to reduce tensions and find a path to stability. The fighting must end now, and all hostages still detained by Hamas must be released. The people of Gaza need urgent and unfettered delivery and distribution of aid.

We are deeply concerned by the heightened tensions in the region, and united in our commitment to de-escalation and regional stability. In this context, and in particular, we call on Iran and its allies to refrain from attacks that would further escalate regional tensions and jeopardise the opportunity to agree a ceasefire and the release of hostages. They will bear responsibility for actions that jeopardise this opportunity for peace and stability. No country or nation stands to gain from a further escalation in the Middle East.

When Joe Biden was running for U.S. president, he promised to reverse many of his predecessor's decisions on foreign policy, generally hewing towards more restraint and diplomacy, and less bluster, militarism, and unilateralism. That included restoring the 2015 nuclear deal with Iran known as the Joint Comprehensive Plan of Action (JCPOA) from which Donald Trump withdrew in 2018 -- despite evidence, shared even by his own officials, that the deal was delivering on its core objective to block Iran's pathways to a nuclear weapon.

On December 7, 2023, Biden's nominee for deputy secretary of state, the current National Security Council Coordinator for Indo-Pacific Affairs, Kurt Campbell, effectively declared the JCPOA dead.

Prime Minister Netanyahu and former Pres. Trump did their best, before Biden assumed the presidency, to restrict the incoming administration's maneuvering room regarding Iran. They collaborated on both the assassinations of the founder of Iran's nuclear program, Mohsen Fakhrizadeh, and al Qaeda leader, Abu Muhammad al-Masri.  A year earlier, a similar joint intelligence collaboration led to the U.S. assassination of Qassem Soleimani.  All of these were designed to wreck any potential rapprochement between Iran and the U.S.

At least two Israeli ministers joined hundreds of Israeli illegal settlers in storming of Al Aqsa Mosque complex in occupied East Jerusalem to mark a Jewish event.

According to the Israeli Ynet news website, far-right National Security Minister Itamar Ben-Gvir, his fellow Otzma Yehudit party minister Yitzhak Wasserlauf and Knesset member of the Likud party Amit Halevi stormed into the complex to commemorate Tisha B'Av, an annual Jewish fast day that marks the occurrence of several disasters in Jewish history.

"Our policy is to allow (Jewish) prayer," Ynet cited Ben-Gvir as saying during his raid at the mosque.

Following his comment, Israeli Prime Minister Benjamin Netanyahu's office released a statement, saying that Ben-Gvir's statement is in violation of the status quo there.

On 8 August, US President Joe Biden, Egyptian President Abdel-Fattah Al-Sisi, and the Emir of Qatar Sheikh Tamim Hamad Al Thani, released a joint statement in which they called on Israel and Hamas to resume urgent discussions on a ceasefire in Gaza in either Doha or Cairo on 15 August in order to close "remaining gaps" and commence the "implementation of a deal without delay."

The three leaders said that "there is no further time to waste nor excuses from any party for further delay."

The deal to be discussed is based on Biden's outline of 31 May and UN Security Council Resolution 2735 of 13 July, which adopted the three-stage ceasefire plan outlined by Biden. This is an originally Israeli proposal, as Biden also mentioned.

The joint statement reaffirmed that there is already a framework agreement, probably referring to Biden's outline or roadmap, and that it is "time to bring immediate relief both to the long-suffering people of Gaza, as well as the long-suffering hostages and their families."

Following the release of the statement, Israeli Prime Minister Benjamin Netanyahu announced that his country would send a delegation to the chosen venue for the talks, without elaborating on the responsibilities that such a delegation would have, whether to negotiate a ceasefire agreement in good faith, according to what the joint statement calls a "framework agreement" or, based on precedents, to listen and report back to the Israeli government.

Whatever the case may have been, two days after the release of the joint statement, the Israeli Air Force bombed Al-Taba'een School in the Daraj Tuffah neighbourhood of the Gaza Strip during dawn prayers on 10 August.

According to the UK newspaper the Financial Times on 10-11 August, if the death toll from the bombing is confirmed, and Palestinian sources have talked of about 90 people killed, it would make it one of the deadliest Israeli attacks since 7 October last year.

Documents confirm Israeli PM responsible for obstructing Gaza ceasefire: Report | The Cradle |

Documents cited by The New York Times (NYT) on 13 August confirm that Israeli Prime Minister Benjamin Netanyahu has added new conditions to Israel's demands in ceasefire talks, which threaten to further upend the negotiations. 

The unpublished documents show that Israel "relayed a list of new stipulations in late July to American, Egyptian, and Qatari mediators that added less flexible conditions to a set of principles it had made in late May," NYT reported. 
It added that the documents "make clear that the behind-the-scenes maneuvering by the Netanyahu government has been extensive." 

Israel's amendments to the May proposal, given to mediators ahead of a Rome meeting late last month, stipulated that its troops must remain in control of the southern Gaza border, including the Rafah crossing and the vital Philadelphi Corridor. 

It also included restrictions on the return of displaced Palestinians to the north of the strip. 

"Some members of the Israeli negotiating team fear that the new additions risked [obstructing] the deal," two senior officials told NYT. 

Netanyahu's office denied any new additions to the proposal and told NYT that the premier had instead included "essential clarifications to help implement [it.]" 

The prime minister also released an official statement on Tuesday denying the NYT report.

Among the additions included was a map showing how Israel would maintain control over the Philadelphi Corridor, a border vital to both the Palestinian resistance and the people of Gaza. This was despite the May proposal including an Israeli vow to push its forces eastward away from densely populated border areas. 

According to NYT, Israel's letter to mediators in July also brought back the issue of screening displaced Palestinians returning to northern Gaza. The May proposal had included a softened version of this stance, saying only that those returning should not be "carrying arms." 

The new conditions are part of the four "non-negotiables" announced by Netanyahu in mid-July.
