We, the leaders of France, Germany and the United Kingdom, welcome the tireless work of our partners in Qatar, Egypt and the United States towards an agreement on a ceasefire and the release of hostages. We endorse the joint statement of HH Sheikh Tamim bin Hamad al Thani, President Sisi and President Biden calling for the immediate resumption of negotiations. We agree that there can be no further delay. We have been working with all parties to prevent escalation and will spare no effort to reduce tensions and find a path to stability. The fighting must end now, and all hostages still detained by Hamas must be released. The people of Gaza need urgent and unfettered delivery and distribution of aid.
We are deeply concerned by the heightened tensions in the region, and united in our commitment to de-escalation and regional stability. In this context, and in particular, we call on Iran and its allies to refrain from attacks that would further escalate regional tensions and jeopardise the opportunity to agree a ceasefire and the release of hostages. They will bear responsibility for actions that jeopardise this opportunity for peace and stability. No country or nation stands to gain from a further escalation in the Middle East.

The suspected Israeli attack on Iran's consulate in Damascus on 1 April marks an unprecedented escalation by Israel against Iran in Syria. The killing of Iran's top soldier, Brigadier General Mohammad Reza Zahedi, among other Islamic Revolutionary Guard Corps (IRGC) commanders, is the clearest signal yet of Israel's determination to shift the conflict's rules of engagement - moving beyond simply preventing arms supplies to Hezbollah or pushing Iranian-backed groups away from its border, to directly eliminating Iranian leadership in Syria.
There is a real risk that Iranian-backed groups will intensify their targeting of US forces and Israel in response to this latest attack, leading to heightened escalations in Syria, Lebanon, Iraq and possibly Jordan. Over the past few days, Israeli leaders including a senior minister and army chief of staff have offered bellicose threats to attack Iran should the U.S. re-enter the JCPOA nuclear agreement. Pres. Biden promised this during the campaign, and his Secretary of State Tony Blinken re-affirmed it during his recent confirmation hearing.
Prime Minister Netanyahu and former Pres. Trump did their best, before Biden assumed the presidency, to restrict the incoming administration's maneuvering room regarding Iran. They collaborated on both the assassinations of the founder of Iran's nuclear program, Mohsen Fakhrizadeh, and al Qaeda leader, Abu Muhammad al-Masri. A year earlier, a similar joint intelligence collaboration led to the U.S. assassination of Qassem Soleimani. All of these were designed to wreck any potential rapprochement between Iran and the U.S.
