With Egypt sidling up to Sudan's army and the UAE holding some sway over the RSF, what will the regional implications be?
Late last year, Sudan's military authorities and two UAE-based companies signed a $6bn preliminary agreement for the construction of the Abu Amama port, located on the Red Sea. For the UAE, this large project is part of a wider policy in the Red Sea and Africa, with the Emiratis attempting to expand their sphere of influence, and build up a network of strategic outposts, of which Abu Amama would be a critical node.
"The UAE's interests are in controlling ports in the Red Sea," Jihad Mashamoun, a Sudanese researcher and a political analyst on Sudanese affairs, told Al Jazeera. "The UAE has political and economic interests in the Red Sea, and it's expanding into central and west Africa."
According to Andreas Krieg, an associate professor at the Defence Studies Department of King's College London, the UAE has been waiting to see if the political landscape in Khartoum was changing in its favour.
Prime Minister Benjamin Netanyahu's office said that Israel was "sending $5 million worth of wheat immediately to our new friends" in Sudan.
The normalization deal came with another pledge by Trump to remove Sudan from the list of state sponsors of terrorism. The US has linked de-listing Sudan to the deal to normalize ties with the Jewish state.
Both deals would open the door for Sudan to get international loans and aid. Sudan needs these to revive its battered economy and rescue its transition to democracy, following a popular uprising last year that led the military to overthrow longtime autocrat Omar al-Bashir.

This paper explores the record of largely back-door dealings between Khartoum and Tel Aviv, investigates the motives, weighs the bargains, and interrogates the ideological mystifications that cloud the policy choices of Sudan's decision-makers.
Khartoum's new rulers joined the Washington-minted [Trump-Kushner-Pompeo] Abraham Accords in January 2021 after a series of contacts and talks involving Khartoum and Tel Aviv with intense U.S. and Emirati mediation, talks that had begun in earnest soon after the demise of former president Bashir's regime in April 2019. Bashir's successors understand themselves as a direct antidote to the politics of Bashir and his Islamist support base and hence were keen to capitalise on winning the favour of his many enemies in the region. Once a friendly host to Palestinian Hamas and Islamic jihad and an open conduit for weapons and supplies passing to the Gaza Strip, Sudan was now eager to become a partner in a regional order predicated on the security of Israel.
