Islamic State-Khorasan: global jihad's new front | OSW by Krzysztof Strachota |
The attack on the Crocus City Hall in Krasnogorsk on 22 March which claimed the lives of 139 individuals was another spectacular terrorist attack carried out by Islamic State-Khorasan (ISIS-K) in recent months.
The previous attacks happened in Iran, Turkey and other countries, while those planned in Germany, Sweden and other locations were thwarted. These developments indicate that the organisation has modified its strategy, which until recently had focused on Afghanistan. They also suggest that ISIS-K has major potential for generating threats.
A unique feature of the present situation is the rapid increase in the participation of citizens of post-Soviet Central Asian states (mainly Tajikistan). However this mainly results from circumstances within Russia itself, which foster radicalisation. The risk of new attacks prepared or inspired by ISIS-K should be viewed as high.

Attack in Russia "comes at the perfect time for IS"
The individual pieces of the puzzle are creating an increasingly clear picture: The terrorist militia IS appears to be responsible for the deadly attack on a concert hall in Moscow, according to Michael Ortmann. According to the ntv terrorism expert, there are several arguments in favor of one motive in particular.
ISIS-K has carried out attacks in Afghanistan and abroad in the past, including on mosques. [Massacre in Kunduz October 2021]
Earlier this year, the US intercepted messages confirming that the group was behind a devastating bombing in Iran. The suicide attack on a memorial service in honor of General Kassem Soleimani, in the city of Kerman killed nearly 100 people. The IRGC Commander was killed four years ago. [assassinated in cruise missile strike on Baghdad, by U.S. coalition to "fight the Islamic State"]
Just two weeks ago, the Russian domestic intelligence service FSB announced that it had foiled an ISIS-K attack on a Moscow synagogue.
Russia got involved in the Syrian civil war in 2015 to support President Bashar al-Assad against the opposition, but also against the IS militia. If it turns out that Crocus City Hall Moscow attack was carried out by ISIS-K, that would be a dramatic escalation.
Experts say the extremist group has already increasingly opposed Russian President Vladimir Putin in recent years. "ISIS-K has focused on Russia over the past two years and has frequently attacked Putin in its propaganda," says Colin Clarke of the Soufan Center, a research group in New York.
