WARSAW, Poland -- The leaders of five key European NATO members envision joint military drills in 2026, while advancing their defense industries' cooperation with Ukraine, Polish Deputy Prime Minister and Defence Minister Władysław Kosiniak-Kamysz announced today.

The European defense boost - spearheaded by Poland, France, Germany, Italy and the United Kingdom, collectively dubbed the E5 - comes in anticipation of President-elect Donald Trump's inauguration on Jan. 20. Analysts expect Trump to pursue a less pronounced trans-Atlantic agenda than the outgoing president, Joe Biden.

Defense ministers of the five-nation group met here today, with their Ukrainian counterpart, Rustem Umerov, participating via teleconference.

The talk of joint military exercises among Europeans suggests the countries are envisioning some drills without logistics and command-and-control support often provided for such events by the most powerful NATO member, the United States.

"E5 is a format which complements our relations within NATO and the EU. We are here today to coordinate our actions for defense, but also to coordinate our support to Ukraine," Kosiniak-Kamysz was quoted in a statement released by his ministry. "I think that, in 2026, joint drills, of course with the alliance's major role, because nothing will take place without it, will take place."

The Defence Minister thanked the allies for their unwavering support. Rustem Umerov pointed out that three years ago, Ukraine resisted the first attacks by russian forces using anti-tank systems provided by allied nations. Today, thanks to the tanks, aircraft, and artillery received from our partners, our country persists in its fight.

"Enhancing military cooperation is of critical importance. The aggressor is strengthening its capabilities, posing a threat to Ukraine and Europe as a whole. The future of European security is a responsibility that belongs to Europe," the Minister of Defence of Ukraine emphasized.

During the meeting, Rustem Umerov outlined Ukraine's critical needs:

  • Ammunition: additional funds for the procurement of ammunition.
  • Strengthening air defense: providing air defense systems to protect our skies.
  • Training of military personnel: extension of training programs, particularly in Ukraine.
  • Defense industry investment projects: the production capacity of Ukraine's defense industry is estimated at $35 billion, but it requires funding.

"Our path to EU and NATO membership remains unwavering. Ukraine requires clear and reliable security guarantees, with the support of its allies playing a pivotal role in this process. Through our joint efforts, we will contribute to a safer Europe," summarized the Minister of Defence of Ukraine.

Rustem Umerov, Ukraine's Defence Minister, participated in a video conference meeting that united representatives from the E5 Group (Poland, Germany, France, Italy, and the United Kingdom), the Nordic-Baltic Eight, the Netherlands, the EU, and NATO.

    Active cooperation between the Baltic States and Nordic countries began alongside the process of restoration of the independence of Latvia, Estonia and Lithuania. Our countries are linked by common cultural, historical, political and economic ties. They share an interest in the provision of stability, security and welfare in the Baltic Sea region and beyond.

    A regular political dialogue and practical cooperation has been established between the Baltic and Nordic countries, with a potential for further development. For the most part, cooperation takes place within the NB8 and NB6 formats; an active dialogue with the Nordic Council of Ministers is ongoing.

British intelligence sharing and logistics with UA armed forces at sea, on land and in the air escalated and expanded the war theatre and prolonged the horror. The war crimes by the intelligence arm SBU could only be so effective with close cooperation of MI6 and the CIA. Terror operations to save "democracy" ... for decades post 9/11 both America and Britain undermined the international order, Geneva conventions and UN Security Council resolutions. They all but destroyed the UNGA, ICJ and ICC. Have they ever read and lived by the essence of the UN Charter directive to MAKE peace, NOT war.

Labour MP Dame Emily Thornberry, who chairs the Foreign Affairs Select Committee, said Britain has played a "big part" in where things currently stand in the war in Ukraine, including proposals for a halt in fighting.

"I think we need to just pause this moment and appreciate the calm and optimism and hope," she told the BBC's Today programme.

"We might have peace in Ukraine, this is a step along that road, it could happen and I think we need to at this stage kind of appreciate what it is that we have achieved and I think that Britain has played a big part in that."

She also said that Powell had "earnt his money", noting that the work he has done in helping Ukraine and the US reach an agreement over a proposed ceasefire deal with Russia is an "achievement".

So far, Western interaction with the Kremlin has resembled a game of tennis, but with a few tweaks. One player -- the Russian  -- always serves. The court is unevenly shaped. The Ukrainian has his shoelaces tied together. 

Now it is the other way round. The Kremlin can reject the ceasefire offer. After all, it is winning (albeit at immense cost) the war of attrition. Ukraine is running out of soldiers, and Russia is not. How far is Donald Trump really ready to confront Russia then? The chance is small, but not zero, that he would feel just as stung by Vladimir Putin's rejection as he did by Volodymyr Zelenskyy's argumentativeness.

Oleksiy Kliuiev has had to get used to working under fire. He leads a group of volunteers helping civilians caught in the fighting on Ukraine's frontline.

Last September, he and his team were nearly hit in a drone strike as they rushed to help residents under bombardment in the Sumy region, close to Ukraine's northeastern border with Russia.

Trump has resumed arms delivery to Ukraine and intelligence sharing to bridge the ceasefire period.

PARIS -- France, Germany, Italy, Poland and the United Kingdom want to cut regulations on weapon-makers to help them boost production.

"We are calling for the defense industry to no longer be treated as just another industry," France's Sébastien Lecornu told reporters, speaking after a meeting with defense ministers of the so-called E5 format in Paris.

    "The five of us want to keep the [Ukraine Defense Contact Group] alive," Pistorius said, referring to the U.S.-led grouping that organizes military aid for Kyiv. There are fears Washington will stop sending arms to Ukraine once Trump takes office. -- Politico 26 Nov. 2024

The call from Europe's largest military powers comes as the continent attempts to rapidly rearm in the face of Russian President Vladimir Putin's expansionism and concerns the United States may lessen its military presence in Europe.

Wednesday's gathering -- at which ministers discussed Ukraine as well as European defense -- comes on the heels of a Tuesday meeting of 37 chiefs of the defense staff from the EU, NATO and beyond (minus the U.S.) to discuss security guarantees for Ukraine. It also follows an American proposal, accepted by Kyiv, for a 30-day truce in the war-torn country if Russia agrees.

In a joint statement issued after the meeting, the five ministers called for an assessment of EU regulations and national laws that could "hinder or slow down" weapons production and procurement.

"We need to reduce red tape within the EU to come up with practical headways for European defense," Italy's Guido Crosetto told reporters. Germany's Boris Pistorius doubled down: "We want to deregulate, at a European level, but also in our nation states," he said.

The push will resonate at EU level. Last month, Commission President Ursula von der Leyen presented a proposal exempting most companies from EU corporate sustainability reporting -- an effort also designed to benefit arms-makers. EU leaders also want the Commission to present a simplification package dedicated to the defense industry.

EU's militarization strategy aims at inciting war -- Zakharova

The military buildup plan for Europe, approved by the EU summit, is designed to incite war, Russian Foreign Ministry Spokeswoman Maria Zakharova stated.
"Armament of countries that are clearly losing their ability to operate effectively is progressing rapidly and excessively. Historically, this has always been referred to as provoking war," she said.

Zakharova said this plan means "inciting war" on the European continent.

On March 4, European Commission (EC) President Ursula von der Leyen stated that she had presented to the EU leaders a proposal to rearm the union with a budget of 800 billion euros. The EC's plan entails borrowing up to 150 billion euros from the capital markets by the EC for further lending to EU states under the condition that they jointly procure weapons within Europe.

The funds will be used for the manufacturing of air defense systems in the EU and arms for Ukraine. Additionally, the EC proposed that countries raise their current defense spending by 1.5% to raise 650 billion euros for the production of weapons.

Lukashenko comes to Moscow for official visit

Belarusian President Alexander Lukashenko has arrived in Moscow on an official visit, and his plane has landed at Vnukovo airport, BelTA reports.

According to the agency, a guard of honor is involved in the welcoming ceremony at the airport given the official status of the visit. The anthems of the two countries will also be played. Russia's Aurus automobile with the Belarusian flag is prepared for the president.

Lukashenko will hold talks with Russian President Vladimir Putin in the Kremlin. The program of the visit also includes a range of other events required by its official status.

Russia wary of proposed Ukraine ceasefire plan as US talks begin

The Kremlin aide Yuri Ushakov said he had told the US national security adviser, Mike Waltz, that Moscow viewed the proposed 30-day ceasefire as "nothing more than a short reprieve for Ukrainian forces".

"Steps that merely imitate peaceful actions are not needed by anyone in this situation," Ushakov said in an interview with Russian state television.

Negotiations between the delegations of the United States and Ukraine took place in Jeddah in Saudi Arabia on March

Russian President Vladimir Putin will formulate Moscow's position on a temporary ceasefire in Ukraine himself, Kremlin Aide Yury Ushakov told Channel One.

"It is up to the president to formulate our official position," he pointed out.

Negotiations between the delegations of the United States and Ukraine took place in Jeddahin Saudi Arabia on March 11.

Their joint statement says that Ukraine is ready to accept a proposal for a 30-day ceasefire and sign a minerals deal with Washignton, while the US will immediately lift the pause in providing intelligence and resume assistance to Kiev.

US - Ukraine proposal is  primarily a business agreement with no security guarantees save the presence of American mining corporations and their protection.

NATO Secretary-General Mark Rutte will try to prove to Donald Trump in their meeting that he -- and the nearly eight-decade partnership -- still matter.

In the Trump world order, money talks. NATO relies on its members for funding and weapons. European nations increasingly understand Trump's transactional approach and are sidestepping Rutte , once seen as a Trump charmer, and heading straight to the commander-in-chief.

So now Rutte is too.

The former head of government will meet with Trump as he struggles to ensure the alliance can function without Washington -- or work with an openly antagonistic administration more attuned to Moscow than Brussels.

"The alliance won't die," said a NATO official, "it will just morph into something else."

The official, like others, was granted anonymity to discuss sensitive issues about the alliance.

Rutte, NATO and the White House did not respond to requests for comment.

As Rutte huddles with Trump, diplomats and NATO generals are gathered in Paris this week for a series of emergency meetings on Ukraine held outside the formal structure of the alliance.

And defense chiefs from the U.K., Germany, France, Italy and Poland are meeting separately in what represents a powerful bloc that excludes the U.S.

It's "a harbinger of this new NATO," said Stefano Stefanini a former Italian NATO ambassador. "Mark Rutte's unenviable task, that none of his predecessors has faced, will be to pull it off."

NATO has a history of transforming itself to fit the geopolitical moment. Western leaders questioned the alliance's relevance after the Cold War. So NATO took on new missions by establishing no-fly zones in Bosnia and Libya, put its flag on the U.S.-led war in Afghanistan, and started advising Iraqi forces in Baghdad.

The federal Investigative Committee said Alexei Goncharenko was being questioned about his alleged involvement in a fire that broke out last year in his home city Odessa between pro-Ukrainian and pro-Russian demonstrators. Dozens died in the fire, including some Russian citizens.

The speaker of Ukraine's parliament, Volodymyr Groisman, said the detention was a violation of international law because Goncharenko has diplomatic immunity. The speaker urged Ukrainian Foreign Minister Pavlo Klimkin to take urgent measures to have the parliament member released.

The notion of a ceasefire is valid, and Russia supports it; however, there are several issues that require further discussion, President Vladimir Putin stated following talks with his Belarusian counterpart, Alexander Lukashenko. The Russian leader emphasized that Moscow is prepared to negotiate the next steps toward ending the conflict in Ukraine and reaching acceptable agreements based on the rapidly evolving situation on the ground, which is shifting in Russia's favor.

TASS has compiled the key statements made by the president.

A Valid Proposal, but Nuances Persist

Russia concurs with the proposals to end hostilities but asserts that "this cessation must lead to a long-term peace and address the root causes of the crisis. We are supportive, but there are nuances," Putin remarked.

While he acknowledged that "the idea itself is correct," he emphasized the need for further discussions: "I think we should communicate with our American colleagues and partners, perhaps even arrange a call with President [Donald] Trump."

The Evolving Situation "on the Ground"

The dynamics along the engagement line between the Russian Armed Forces and Ukrainian military are rapidly shifting in Russia's favor: "Yesterday, during a report, the commander of the battle group North and his deputy informed me: `Tomorrow, Sudzha will be in our hands.' That is precisely what occurred."

Russia maintains full control of the situation in the Kursk Region: "The group that invaded our territory is now isolated. There is complete isolation and comprehensive fire control."

It is becoming increasingly impossible for Ukrainian forces to escape encirclement near Kursk: "Control over the Ukrainian troops within this incursion zone has been lost."

Ukraine would benefit from a 30-day truce considering the situation in the Kursk Region: "If we cease hostilities for 30 days, what does that imply? Will everyone inside simply leave without resistance? Are we to allow them to exit after they have committed numerous crimes against civilians? Or will the Ukrainian leadership issue a command to lay down arms? How will this unfold? It remains uncertain."

Russian forces are advancing across nearly all areas of engagement: "Conditions are also being established for us to completely blockade fairly large units."

Challenges in Ceasefire Verification

Monitoring the ceasefire in Ukraine will be challenging if fighting halts: "Who will determine where and who has violated a potential ceasefire agreement along a 2,000-kilometer line? Who will attribute blame for any violations?

These are all questions that require thorough examination from both sides."

Welcoming Western Companies, but no Preferences Offered

Russia has begun negotiating the return of some foreign companies, initiated by those firms themselves, "in a closed-door mode." Putin noted: "The return of certain Western partners to our market could positively impact both their companies and ours.

German defense company Rheinmetall is prepared to supply weapons for a potential international peacekeeping mission in Ukraine.

It could provide "more than 2,000 items" for such a mission, including tanks, armored vehicles, electronic warfare systems, reconnaissance drones, and satellite technology for monitoring a demarcation line.
