The Sultan Sulaiman Shah Brigade is an armed militia created in 2016, active in the Syrian civil war. It was founded in 2016 in Jarabulus by Muhammad Hussein al-Jasim, also known as Abu Amsha and claims to have more than 2 000 fighters, mainly Turkmen. In March 2025, the Sultan Sulaiman Shah Brigade took part in the violence in the coastal region of Syria, targeting civilians and especially the Alawite community, including by committing arbitrary killings of civilians. Sultan Sulaiman Shah brigade is therefore responsible for serious human rights abuses in Syria, including arbitrary killings of civilians.

According to Mustafa, the real motive behind the attack was the perceived support of local residents, including his cousin, for Syrian state security forces when they entered the area. "This provoked Abu Amsha and his armed group, leading them to retaliate against the locals."
"They also hurled offensive insults at him related to Mazloum Abdi [commander of the Kurdish-led Syrian Democratic Forces] and Ahmed Al-Sharaa [the interim president of Syria]," Mustafa added.
Abu Amsha is the leader of the Turkish-backed Suleiman Shah Brigade, also known as al-Amshat, which is sanctioned by Washington for "serious human rights abuses" in the Afrin region.
Turkey launched Operation Olive Branch in March 2018, capturing Afrin from the People's Protection Units - the backbone of the SDF - and placing it under the control of Turkish-backed armed groups, including the Suleiman Shah Brigade. Since then, these groups have operated with significant impunity.
Sharaa visited Afrin in mid-February and met with local residents, days after the Syrian security forces effectively entered the city. "He pledged to remove armed groups and put an end to human rights violations," a representative of the Kurdish National Council (ENKS/KNC) who attended the meeting told Rudaw at the time.

The EU has imposed sanctions on the Syrian military dominated by Hayat Tahrir al-Sham (HTS) militants for their role in the massacre of Alawite civilians on the country's coast earlier this year.
According to the EU official journal, the 27-member bloc placed sanctions on the Sultan Suleiman Shah Brigade, the Hamza Division, and the Sultan Murad Division.
The embargoes were announced due to their targeting of "civilians and especially the Alawite community, including by committing arbitrary killings."
The Sultan Suleiman Shah founder Mohammad Hussein al-Jasim and Hamza Division chief Sayf Boulad Abu Bakr were hit with asset freezes and bans on entering the EU.
The official journal went on to say that they committed "serious human rights abuses in Syria, including torture and arbitrary killings of civilians."
The three factions were formerly part of armed groups which were known as the Syrian National Army (SNA).
These factions were involved in the massacres committed by Damascus's forces against Alawite civilians on the Syrian coast in early March.
Thousands were killed, and the results of a government-led investigation into the massacres have not been made clear.
