Prof. dr. Bob de Graaff is hoogleraar Intelligence en Security Studies bij de afdeling Geschiedenis van Internationale Betrekkingen aan de Universiteit Utrecht. Van 2005 tot 2010 was hij al verbonden aan de faculteit
Geesteswetenschappen als bijzonder hoogleraar Politieke en culturele reconstructie vanuit humanistisch perspectief, op een leerstoel die in het leven is geroepen door de Stichting Socrates. Van 2007 tot 2009 was hij Nederlands eerste hoogleraar Terrorisme en contraterrorisme aan de Campus Den Haag van de Universiteit Leiden. Tussen 2010 en 2017 combineerde Bob de Graaff zijn professoraat in Utrecht met een hoogleraarschap met dezelfde leeropdracht aan de Nederlandse Defensieacademie (NLDA) in Breda.
Hij was in 1991 een van de oprichters van de Stichting Inlichtingen Studies in Nederland (NISA) en sinds 2015 is hij voorzitter van de Europese afdeling van de International Association for Intelligence Education (IAFIE).
De Graaff was redacteur van Handbook of European Intelligence Cultures (samen met James Nyce) en samen met Cees Wiebes schreef hij Villa Maarheeze. De geschiedenis van de inlichtingendienst buitenland.

Crimea's regional assembly has declared independence from Ukraine and applied to join Russia, saying all Ukrainian state property on the peninsula will be nationalised.
The declaration of independence document was approved by all 85 deputies present in Crimea's 100-seat assembly.

In his dissertation I quickly read the history of the Georgian War of August 2008. Looked for key words like US warmongers and support from Israel in weapons and with advisors on the ground. Number of hits was "0" - zero.

FEAR is the ultimate weapon of the powerful to antagonize, create chaos and go to war. The Western powers failed in the overthrow of the Assad in Syria where they succeeded in regime change earlier in Libya. In the latter case, the direct result was a massive flow of weapons transported by ships to Turkey and Northern Syria in support of the "Free Syrian Army". HRC was very close to the Emir of Qatar and the Muslim Brotherhood who funded terror in Libya and Syria.

EU KNOWLEDGE HUB ON PREVENTION OF RADICALIZATION
Since June 17, 2024, the EU Knowledge Hub on Prevention of Radicalization has taken over from the Radicalization Awareness Network (RAN) to support all European stakeholders involved in the prevention of radicalization, including policymakers, practitioners, and researchers. It is a collaborative platform with new formats that will help these stakeholders work together at the European Union (EU) level.
The creation of this EU Knowledge Hub on the Prevention of Radicalization is foreseen in the EU 2020 Counter-Terrorism Agenda. The hub also supports the implementation of the regulation on online terrorist content, applicable from June 2022, as well as the work of the EU Internet Forum. As the contact point for France, the SG-CIPDR ensures that field practitioners and decision-makers are particularly involved in the exchange of good practices.

Escalation Management in Ukraine: “Learning by Doing” in Response to the “Threat that Leaves Something to Chance”
The article analyses a process of escalation management over time between nuclear states under conditions of radical uncertainty. After Russia invaded Ukraine, President Vladimir Putin manipulated uncertainty to manage escalation and to deter NATO support of Ukraine. President Joe Biden was determined to avoid a war between NATO and Russian forces that he feared could escalate and was simultaneously committed to helping Ukraine repel Russian aggression and defend itself. These two objectives, often in tension with one another, defined the boundaries of the strategy of escalation management that the United States developed to reduce uncertainty. This contest between a strategy to manipulate uncertainty and a strategy to reduce uncertainty frames the analysis of escalation management and raises important issues of theory and policy. The article finds that the U.S. strategy of “learning by doing” has succeeded thus far in managing escalation but concludes with four challenges that could jeopardize future success.

Terrorism as art
For sensitive souls who find art beautiful and terrorism sick, it may be a shocking message, but there is a relationship between terrorism and art, argues Prof. Dr. Bob de Graaf, professor of terrorism and counterterrorism in a lecture at Campus The Hague.
Self-expression
In the Netherlands, there is remarkably little attention for the similarities and mutual influences between violent radicalism and art, he notes. Scientists, politicians and policymakers alike mainly try to find and influence economic and social root causes. Of course, that is also necessary, De Graaff believes, but in addition they should pay more attention to the need of – usually well-educated – young people for self-expression, for their ’fifteen minutes of fame’. More attention should also be paid to cultural manifestations in society, better antennas for ’what’s in the air’.
Literary scenarios
It is a well-known fact that writers and filmmakers deal with life and death in fiction. The 1990s, especially in America, saw a real boom in films and books about disasters and violence. It is also certainly not unthinkable, according to De Graaff, that terrorists were inspired by literary scenarios. He quotes the statement of filmmaker Robert Altman, that Afghanistan may have been the breeding ground for 9/11, but that Hollywood was the source of inspiration.
But mutual influence is not the only thing; the boundary between fiction and reality is not always that clear, De Graaff argued. In nineteenth- and twentieth-century Europe, entire art movements emerged that glorified violence, and resulted in actual terrorist movements.
Nihilism
The nihilism that began with Turgenev's novel Fathers and Sons ended in radical violence. Surrealists like Luis Bunuel and André Breton let terrorist acts play a major role in their work. Breton even believed that the true surrealist goes out into the streets and shoots at random. Situationism, which emerged from surrealism, started with playful happenings as an indictment of consumer society, but the smoke, stink and pudding bombs became real bombs in the 1970s. Movements like the Black Panthers, the Red Brigades and the Rote Armee Fraktion started as art movements that propagated that art had to be extreme and had to have an impact. For Andreas Baader, with his designer sunglasses and preference for films about terrorism, terrorism was the best way to attract attention.
Imagination
But there are also indications that there is indeed a global phenomenon, and that it is also the consumer society that provokes terrorism as part of the subculture. In that sense, the similarities with the aforementioned situationism are striking. The combination of initially innocent artistic and intellectual protest and a subculture of youthful street violence can also result in explosive political violence today. Government and citizens must therefore take into account that a certain form of society and experience entail risks, and insure themselves against them, De Graaff concludes. And imagination is not a bad quality in this respect.
